What You Need to Do by July 19, 2026
If you’re 17+, use your existing driver’s license. Ages 15–16 need a motorized bicycle license from the NJ MVC.
Register at the NJ MVC — they’re still building the system. Free for 2026, then $8/year from 2027.
You need a dedicated e-bike liability policy — your auto or homeowners policy will not cover this. See the insurance section below for minimums and coverage types.
Carry all three when you ride: your license, registration certificate, and insurance card.
Exception: Bike-share renters 16+ don’t need a license if the operator verifies age.
Understanding the Insurance Requirement
New Jersey is the first state to mandate liability insurance for all e-bike categories. The law aligns e-bike coverage requirements closely with standard NJ motor vehicle insurance — which is why the coverage types may look familiar if you’ve shopped for car insurance.

An alternative basic policy under §39:6A-3.1 sets lower minimums ($10,000/$5,000) but may limit your coverage significantly.
🚫 What Your Existing Policies Won’t Cover
- Auto insurance: Your car policy does not extend to e-bikes under NJ law
- Homeowners/renters: May cover bike theft or damage, but not the liability requirement
- Credit card coverage: Purchase protection does not meet the legal standard

⏰ Important Dates & Compliance Checklist

Now through July 19, 2026: Grace period — complete the following:
- Obtain required driver’s license OR motorized bicycle license (ages 15–16)

Registration & Proof of Ownership
- Where to register: All NJ MVC locations, online at NJ MVC, or forms from seller at purchase (S4834 §7(a))

Where You Can Ride
- Pedal-assist e-bikes: May use bicycle paths unless restricted by local authority or state agency (§39:4-14.16(d)–(e))
- Natural-surface trails: Prohibited unless expressly permitted by land manager
- Throttle e-bikes: Prohibited on interstates, highways over 50 mph, highways with grass/concrete medians, and railroad rights-of-way (§39:4-14.3(a))

Helmet Requirements
- Pedal-assist e-bikes (≤20 mph): Helmet required for riders and passengers under 17 per bicycle law (§39:4-10.1)
- Throttle e-bikes (≤28 mph): Helmet required for all riders, all ages — classified as motorized bicycles under S4834 (NJ MVC moped guidance)
- High-speed e-bikes (>28 mph): DOT-approved motorcycle helmet required for all riders, all ages

Sales Restrictions & Modifications
- Online sales ban: High-speed e-bikes (>28 mph capable) cannot be sold online in NJ for 1 year from January 20, 2026 (S4834 §12)
- Modification kit ban: Illegal to sell kits designed to convert low-speed e-bikes into motorized bicycles (S4834 §3(j))
- Tampering prohibition: Cannot modify a low-speed e-bike to change its motor-powered speed capability (S4834 §3(c))
